Whether you are a law enforcement officer or a civilian, the phrase “HOPE IS NOT A PLAN” means that you simply cannot HOPE that you are never involved in an active threat event. You must understand the situation when it occurs and have a plan on how to react without hesitation. You must TRAIN EFFECTIVELY on that plan to be successful and the training must involve stress factors. Training under stress acclimates your body to the stress of the event so that you are able to think and act quickly and appropriately.
